GLENWOOD, N.Y., September 21, 2026. Big Horn Basin Investments, the Wyoming-based investment firm that owns Kissing Bridge All Seasons Resort, today announced an ownership position in Digital First Report, a risk management technology platform developed by Matt Thomas, a ski resort operator and risk management expert. Terms were not disclosed.
What Digital First Report Is
Digital First Report is a digital incident reporting and OSHA recordkeeping platform built to give risk managers a single, defensible system of record for workers' compensation claims and general liability investigations. It was built inside live resort operations by a team that has spent years managing risk on the ground.
Rather than routing every incident through a single risk management office, the platform draws in each department, from ski patrol to guest services. In effect, it puts a tool in every employee's hand, turning each of them into a risk manager for the moment that matters most: the first one.
That distributed approach pays off in two ways: lower day-to-day risk management costs, and protection from downside loss and rising insurance premiums.
The platform's core premise is straightforward: incident documentation that is thorough and timestamped from the start holds up later. That "chain of custody" approach speeds claims handling and leaves carriers and opposing counsel little room to dispute what happened, so when the record is airtight, they don't want to fight it.
"I built Digital First Report because I needed it myself," said Thomas. "This investment lets us take a tool that was proven on the mountain and put it in the hands of risk managers who are fighting the same battles, whether that's a ski resort, a hotel, a construction site, or a hospital. Insurance costs aren't going down, and operators who document their story best are the ones who control costs."
Evidence-Based Results
Digital First Report has already produced measurable outcomes at a large destination resort with 1,600 employees and 500,000 annual visitors, where it has been in live use across multiple seasons:
- 20-point reduction in Experience Modification Factor
- 20% reduction in workers' compensation premium over five years
- 70% reduction in average claim cost, from about $20,000 to under $6,000, sustained every year since
- The resort's risk management function now operates with one team member instead of two, freeing headcount for another role
The platform is also affordable for operators of any size, so most customers see a clear return within the first season of use.
A Growing Category
Digital First Report enters a market that includes established players such as 1Risk, a risk data platform for the adventure and resort industry. As insurance costs climb, disciplined data capture is no longer a nice-to-have for risk managers; it's table stakes. Properties with a clean, contemporaneous record are best positioned to control claim costs and defend their experience rating.
From One Resort to a Platform That Sees Many
For Big Horn Basin Investments, the investment marks a shift in kind, not just degree. Owning Kissing Bridge gives the firm deep knowledge of one property. A stake in Digital First Report gives it visibility across many properties, aggregate insight no single operator can generate alone. Where one resort teaches a firm about itself, a platform used across dozens teaches it about the risk landscape nationally.
"Chain of custody isn't just a documentation habit, it's a form of security for the businesses that use this platform," said Mark Doumani, Executive and General Counsel at Big Horn Basin Investments. "When every incident is captured consistently from the moment of first report, operators can make decisions quickly instead of waiting on incomplete information, and they're protected against the downside risk of a claim they can't fully substantiate. That's the discipline we look for as an investor, not just as Kissing Bridge's operator."
